C'mon read the post! A numbered cert proves only that they can print a numbered cert if there is no backup system to check its validity.
P.S. 95% of the world's population is NOT in the United States.

If they are in the USA, they will have an EXIN or other organization's numbered certificate. You can ask for a copy of it
